Advance through
the levels.
USA Hockey's five-level certification pathway rewards development. Formal evaluations give every official a clear picture of where they stand and what to work on.
USA Hockey's four levels
Each level unlocks higher game assignments and corresponding pay. Advancement requires time in the stripes, passing exams, and meeting evaluator standards.
Level 1
Youth house leagues (8U–12U). Requires new-official seminar, exam, and on-ice evaluation.
Level 2
Travel youth and competitive leagues. Requires additional on-ice seminar hours, a written exam, and passing evaluation.
Level 3
High school, junior, and upper-tier youth. Requires Level 3 exam, expanded on-ice seminar, and evaluation consistency.
Level 4
The top USA Hockey certification. Regional and national tournaments, elite junior, and collegiate club. Requires district and national evaluation.
Tenured Status · Level 3 & Level 4
USA Hockey recognizes Tenured status for officials who have held Level 3 or Level 4 certification for three or more consecutive seasons. Tenured officials receive streamlined annual registration requirements and are recognized for their sustained contribution to the officiating program.
Evaluation criteria
Evaluations are conducted by USA Hockey-certified evaluators at the district and national levels. Evaluators observe games — sometimes unannounced — and score officials in four primary categories.
Skating & Positioning
Edge control, skating technique, angle management, and ability to keep up with play at every speed. Officials should always have an unobstructed line of sight to the action.
Rules Knowledge
Accuracy and consistency in rule application. Proper use of signals and clear verbal communication with players, coaches, and on-ice partners.
Game Management
Reading game tempo, managing player behavior before it escalates, and maintaining composure when the pressure is highest.
Professionalism
Appearance, demeanor, communication with coaches and players, and overall conduct on and off the ice. Officials represent the game first.
How you're rated
Evaluations are scored on a 1–5 scale in each category. A minimum composite score is required for advancement to the next certification level.
Officials receive written feedback within two weeks of each formal evaluation. Feedback highlights one or two specific areas for focused improvement alongside recognized strengths.
Requesting an Evaluation
Officials seeking level advancement should email info@newhoa.org. Evaluations can also happen unannounced at any time during the season.
